Device Manager Notification and Pusher Fixes (#7370)

* Fixes existing pushers being overwritten on app startup

* Refreshes pushers in SessionOverview screen

* Fixes push toggle not working for non pusher sessions

* Various code improvements

* Further code improvements for safety

* Fixes CI errors
