Move slicing utilities into a new xla/client/lib/slicing.h.
Move MaybeConjugate into xla/client/lib/math.h.
Move *TransposeInMinorDims into xla/client/lib/matrix.h.\

CL in preparation for moving linear algebra routines into XLA client library.
