Peter Hawkins 55f1184704 [PJRT] Rename PjRtDevice::host_id and PjRtClient::host_id to ...::task_id instead.
Fixes a TODO in PJRT.

In general, we may have multiple tasks per physical host, so "task_id" is more accurate.
