Michael Kuperstein 6966757f56 [XLA] Add pass to turn R1 indices to DS/DUS into scalar indices.
This introduces a pass that transforms the rank-1 form into the scalar form.
It is currently unused, but will be used in the beginning of every backend
pipeline to help transition from R1 to scalar indices.
