Mark Heffernan 83dbe37b4b Replace ShapeUtil::Is(Array|Tuple|Token|Opaque) with
Shape::Is(Array|Tuple|Token|Opaque).
No functional change. ShapeUtil methods are marked as deprecated. These methods
will be removed in a later CL.
