Subject: [PATCH] Remove adding of /usr/bin to compiler paths

As the underlying Bazel issue bazelbuild/bazel#5634
is resolved, this code can (and should) go now

Adding /usr/bin unconditionally does break builds with custom binutils
installed elsewhere
