Extract a PjRtDevice interface.
- Extract a pure interface - Current implementation is renamed to PjRtStreamExecutorDevice. - Rename local_device to addressable_device. TODO: split into a pjrt_stream_executor.{h,cc} PiperOrigin-RevId: 346249293 Change-Id: Icf3cf5fe876a71e172b8ba0fced5fc4c8ca1cc93
